Sylvain Bouchard obtained a bachelor's degree in industrial relations from Université Laval in 1990, and received his master's degree in the same field in 1994. He also completed a law degree at the same university in 1994.

In 1992 he received the excellence award from the Commission on Labour Standards of Quebec for his graduate studies, and in 1995 he published a work on extrinsic evidence in grievance arbitration for Éditions Yvon Blais. In the following months, he became a member of the Quebec Bar and Ordre des conseillers en ressources humaines agrées du Québec, and he practiced labour law with Gauthier Bédard as an attorney and negotiator for many employers.

On a daily basis, Mr. Bouchard assists managers by providing strategic advice, primarily in human resources management and the application of manpower and employment measures.

Over the years, he has been particularly successful in grouped negotiations involving several employers in a similar economic environment.

Since 1999 he has also been a lecturer and instructor at Université du Québec à Chicoutimi.
